NOTICE TO CONTRACTORS

The State of Utah - Division of Facilities Construction & Management (DFCM) is conducting an open competition for the construction of the following project:

LIFE SCIENCES BUILDING - SETTLEMENT STABILIZATION AND REPAIR SOUTHERN UTAH UNIVERSITY, CEDAR CITY, UTAH

This project is for the settlement stabilization of the Life sciences Building at Southern Utah University, including installation of a pier foundation system and miscellaneous repairs required by the stabilization work. Construction cost is estimated at $322,765.00 (three hundred twenty-two thousand seven hundred and sixty five dollars).

This will be a 2-step selection process. The qualification documents, including the selection requirements, selection schedule, and construction documents, will be available beginning on Monday, March 26,2001. For procurement, technical, and clarification questions regarding this project, please send a fax with your question(s) to the attention of Matthias Mueller, DFCM, at (801) 538-3267. No others are to be contacted regarding this project. No phone calls please.

Bid documents in CD electronic format will be available for pick-up on March 26, 2001 from DFCM at the State Office Building - Room 4110, Salt Lake City, Utah 84114, or bid documents in electronic format are also available on the DFCM we site at www.dfcm.state.ut.us Once in the DFCM  web site, click on "Project Center," and then click on "LIFE SCIENCES BUILDING-SETTLEMENT STABILIZATION AND REPAIR (99090730)." NO HARD COPY RFP, PROJECT MANUAL., AND DRAWINGS WILL BE ISSUED AND DISTRIBUTED BY DFCM. DFCM will only provide bid document in electronic CD format and they are free of charge. General Contractors will be limited to two (2) copies of the CD and Subcontractors will be limited to on (1) copy.

The Contractor must be a Utah licensed General Contractor for the project. Association with other individuals of firms having the appropriate expertise is acceptable. The State will enter into a single agreement with the successful Contractor.

A Bid Bond in the amount of five percent (5%) of the bid amount, made payable to the Division of Facilities Construction and Management on DFCM's bid bond form, shall accompany the bid. Prior to submitting a bid, each bidder shall have on file with DFCM, copies of the appropriate Utah license and a statement evidencing bond ability.

The Divisions of Facilities Construction and Management reserves the right to reject any or all bids or to waive any formality or technicality in any bid in the interest of the State.

ADVERTISEMENT FOR BIDS

RECEIPT OF BIDS: Sealed Bids will be received at the City of Payson, City officers located at 439 West Utah Ave., Payson, Utah 84651 until 2:00 p.m. on Thursday, May 10, 2001, for construction of the Wastewater Treatment Facility Upgrade. It is the bidder's sole responsibility to see that its Bid is received in proper time.

The Bids shall be submitted in sealed envelopes which shall be clearly addressed and marked as follows:

The Bid security shall be enclosed in the same envelope with the Bid.

SITE OF WORK: The site of the Work is located at the existing City of Payson Water Reclamation Facility located at 1050 North Main Street, Payson, Utah.

COMPLETION OF WORK: The All Work must be completed within 550 calendar days.

DESCRIPTION OF WORK: The Work includes construction of a new head works building, installing a new screening system and grit system, replacing the primary wetwell pumps, constructing a new aeration basin, converting the existing secondary trickling filters to aeration basins, constructing a new 70' diameter final clarifier, converting an existing clarifier to a DAF thickener, rehabilitating the sand filters, constructing a new 40' diameter anaerobic digester, construction of a new air drying beds, and constructing a new administration building including all associated piping and all other miscellaneous mechanical, civil, electrical and structural work to complete the project in accordance with the contract documents.

OPENING OF BIDS: The Bids will be publicly opened and read at 2:00 p.m. local time, on Thursday May 10, 2001, at City of Payson, City Offices located at 439 West Utah Ave., Payson, Utah.

OBTAINING CONTRACT DOCUMENTS: The Contract Documents are entitled, "CITY OF PAYSON WASTEWATER TREATMENT FACILITY UPGRADE". The Contract Documents includes the technical specifications and accompanying reduced scale drawings. The scale of the reduced drawings is about one-half of the original scale. If full-scale drawings are desired they may be purchased at the reproduction cost from the Engineer. The contract Documents may be obtained at either the City's office or AQUA Engineering's office.
